Opportunity and uncertainty have a strange habit of arriving together. Because while commercial rates have fallen by 7 percent in Q2 and capacity is still abundant, beneath the surface the risks threatening businesses are becoming more difficult to manage. From record-breaking climate losses to increasingly sophisticated cyber threats, the gap between a softening price cycle and a hardening risk reality is deepening. That widening space between price and protection is the resilience gap. It’s within that gap that Sovereign Insurance has defined its niche. As Colette Taylor, chief operating officer at Sovereign Insurance, explains, a soft market isn’t an excuse to simply cut prices in pursuit of growth. Instead, it’s an opportunity to demonstrate the value of underwriting expertise and disciplined risk selection. “While property rates have declined for nine consecutive quarters, underwriting discipline and risk selection have become more important to us, not less,” says Taylor. “It’s about understanding the quality of the book, being clear on the risks that you want to write and when you need to walk away.” “At Sovereign, our underwriting expertise makes all the difference,” Taylor notes. “That’s what gives us the confidence to seek out opportunities in our target areas and to be competitive with them. We understand that sustainable growth comes from the quality of the business that you’re writing, not simply just the volume of business that you can put into your portfolio.” It’s a strategy that’s been honed over recent years, with Sovereign focusing on deepening partner relationships and maintaining underwriting standards while its people remained highly engaged throughout periods of real change. “We have proven the individual pieces,” says Taylor. “The next four years are about connecting them so they compound. Under-writing expertise, partner relationships, and how we operate should each make the others stronger.” For Taylor and her team, success depends on maintaining those relationships and growing from there, while leaning into Sovereign’s homegrown roots. “Sovereign is Canadian owned and operated,” she says, “and I think that’s more important than ever right now. That means all of our underwriting authority, all our decision-making, is done here in Canada. Having that so close to our partners allows us to be nimble. It means we can make decisions fast, empowering the people within Sovereign to respond to our partners about opportunities quickly.” Sovereign is also deliberately focused, which is a choice rather than a limitation. Being part of the Co-operators Group gives it the best of both worlds: the financial strength and values of Co-operators combined with its own underwriting authority, appetite, and the specialist relationships that define Sovereign itself. That focus is what allows Taylor and her team to put the right resources and expertise against the right relationships, which leads to better outcomes for everyone involved. “It creates more consistency in how we’re able to show up,” Taylor says. “Because when we’re making decisions, we’re making them with great confidence − which our partners can feel.” Sovereign reaches the market one way: through brokers and MGAs. There is no Sovereign direct channel, no second route to the same client. When a partner grows, Sovereign grows. And as the broker landscape consolidates, that commitment carries even greater weight. The 10 largest broker groups now control roughly one-third of national broker-distributed premium, up from about 28 percent in 2022 − meaning status now has to be earned with fewer partners who have real leverage. For Taylor, this is further confirmation that Sovereign is on the right path. “We’re very intentional about the partners we work with,” she says. “It allows us to dedicate our expertise and resources to those relationships to create meaningful opportunities along the way. For us, it’s about being easy to do business with. You have to be competitive from a pricing standpoint, have a market-leading proposition, and people have to enjoy dealing with you too.” It’s that level of care coupled with industry expertise that Taylor believes will define Sovereign’s success in the years to come. As for growth opportunities, she tells Insurance Business that they focus on “going deeper before going wider.” “There’s significant opportunity in our core mid-market business,” she notes, “and headroom to grow in the segments where we have strong underwriting expertise, established capabilities, and a clear understanding of the risks we want to write.”
Energy and natural resources is another area where Sovereign is deliberately building, as is cyber. Worryingly, Canadian organizations are paying a record $7.11 million on average for a data breach, according to IBM’s Cost of a Data Breach Report 2026 – and yet just 22 percent of respondents carry any form of cyber insurance, and only 12 percent hold a dedicated stand-alone policy, according to IBC. For Taylor, this isn’t a demand problem - it’s a design fault. “As an industry, we’ve built cyber products for specialists to sell to other specialists,” says Taylor, “which works well when brokers have deep cyber expertise and are then able to sell that product on. However, it makes it much harder to navigate for brokers who don’t. Brokers need the confidence to speak the language. We are building cyber so that a generalist broker can sell it with confidence. That is how the protection gap actually closes.”
Aside from cyber, Sovereign is also looking at AI and its impact on underwriting, claims, and risk identification. “AI will help our underwriters analyze information more efficiently,” Taylor says, “meaning they can focus on the risks that require deeper judgment − because decisions that need empathy will always require the human touch. The opportunity here goes beyond simple automation; it’s to use technology to give our people more time to focus on the areas where they add the most value. The test is whether our partners feel it: faster answers, clearer decisions, and more underwriter time on the risks that need judgment.” And in a market where opportunity and uncertainty are increasingly going hand in hand, that human-led trust may prove to be Sovereign’s most valuable differentiator of all. For Taylor, that is the point of the strategy: to make resilience an advantage Canadian businesses can buy, not just an outcome they hope for. “We’re not trying to win a headline this year,” says Taylor. “We’re trying to be the insurer the industry looks to, and the one Canadian businesses trust with the risks that matter most to their future.”

E-bikes and e-scooters have quietly become part of the workday. Employees ride them in, couriers rely on them for deliveries and tenants bring them home. How and where people charge their batteries matters, and that's the focus of this year's Fire Prevention Week™ (October 4 to10) theme, "Charge into Fire Safety™: Safe Charging Is a Superpower." Most safe-charging advice is written for homes, so our Risk Engineering team has put together six simple checks to help keep charging safe at work.
\What's changed this year?
As of September 9, 2026, Toronto emergency crews had responded to 97 incidents involving lithium-ion batteries this year, with 14 injuries. That's already more than the 91 recorded in all of 2025, and most involved e-bikes, e-scooters and other e-mobility devices. On September 6 alone, two fires possibly linked to e-bikes broke out within hours of each other: one in a north-end alleyway, the other in an east-end apartment building. Similar increases are being seen across the country.
Why are e-bike fires hard to control?
Most e-bike and e-scooter fires start in the battery. The main hazard is thermal runaway: the temperature and pressure inside the battery build faster than the heat can escape. Physical damage, a short circuit, improper charging, external heat or extreme temperatures can all set it off. The battery can then release flammable and toxic gases, and the fire spreads quickly. Because the battery is dense with many cells and enclosed, it is hard to put out and can reignite, so prevention matters more than response.
Where does charging happen at work?
Rarely where anyone planned it. Look for batteries on charge in:

Bike rooms and underground parking: e-bikes and e-scooters left for the day

Loading docks and courier staging areas: delivery e-bikes topped up between runs

Residential units and hallways: tenants' own devices, for property managers

Offices and break rooms: wherever there's a free outlet

Tool rooms, warehouses and job trailers: power tools, scanners and other rechargeable equipment

These spaces are often unsupervised after hours, close to exits or next to combustible packaging and waste. A walk-through to see what devices are present and where they are plugged in is the best first step.

Six checks for safe charging at work

Charge in a designated spot. Use a sturdy, non-combustible surface in a well-ventilated area, at least 1 m from combustibles and clear of exits.

Put detection where charging happens. Install smoke or heat detection in charging locations, ideally monitored through a fire alarm system.

Use certified, manufacturer-approved equipment. Batteries and chargers should come from the original manufacturer and carry a recognized safety mark such as ULC or UL. Check for recalls before buying or reusing equipment.

Charge only when someone is there. No overnight or unattended charging. Unplug devices once they're full.

Store spare batteries safely. For long-term storage, keep them below 50% charge, between 4°C and 27°C, away from exits and heat sources.

Spot and isolate damage. Swelling, heat, hissing, leaking or an unusual odour means stop. Don't use or charge the battery; isolate it in a metal container with a tight-fitting lid, away from combustibles.

For e-bike retailers, fleets and warehouses: storage and disposal

For warehouses, distributors, retailers and repair shops that hold battery stock:

Keep batteries on pallets or in piles at least 3 m from combustibles, clear of exits and without blocking sprinkler coverage. Do not store in a rack under other stored items.

Store combustible waste separately, and inspect storage, charging and disposal areas daily.

Take extra care with returns, which may arrive damaged or stressed from transport. A temperature rise of 3°C or more can signal a serious problem: report it right away.

Cover the terminals of used batteries, place them in lidded metal containers at least 3 m from combustibles and 1.5 m from exits, and arrange pickup by an approved disposal provider.

Keep containers of damaged batteries outside, at least 3 m from the building and exits.

For large quantities, a secure, controlled storage area or an outdoor location reduces the risk further.

Common questions

Why are e-bikes a growing fire risk at work? E-bikes and e-scooters are now part of the workday. Employees commute on them, couriers deliver on them and tenants store them at home, and their batteries are often charged wherever there's a free outlet. Many riders keep a second charger at work, often an aftermarket one. As of September 9, 2026, Toronto had recorded 97 lithium-ion battery incidents this year, most involving e-mobility devices. The same charging habits apply to tools and other equipment charged on site.
What is thermal runaway? Thermal runaway happens when the temperature and pressure inside a battery rise faster than the heat can escape. It can be triggered by physical damage, a short circuit, improper charging, external heat or extreme temperatures. The battery can release flammable and toxic gases, and the fire spreads quickly from cell to cell. It is difficult to extinguish and can reignite, so prevention matters more than response.
Should businesses allow employees to charge e-bikes at work? Yes, with clear rules. Provide a designated charging area, allow only certified equipment and limit charging to hours when the area is occupied. Install heat or smoke detection in this area. If a business can't meet those conditions, ask employees to charge at home instead. Either way, put the decision in writing so everyone knows what's expected.
What should a workplace charging policy include? Keep it short and practical. Cover where charging is allowed, what equipment is accepted (manufacturer-approved batteries and chargers with a ULC or UL mark), when charging is permitted, where devices and spare batteries may be stored, and who to tell if a battery looks damaged. Share it with employees, contractors, couriers and tenants, and review it whenever your operations or occupants change.
How can you tell if a battery or charger is certified? Look for a ULC or UL mark on the battery, the charger and the packaging. When buying e-bikes or charging equipment, ask the supplier for certification to UL 2849 (e-bike electrical systems) or UL 4900 (micromobility charging equipment). Buy replacement batteries and chargers from the original manufacturer, since low-cost aftermarket parts often aren't certified. Before buying or reusing any equipment, check for recalls.
How should businesses store spare or stock batteries? Store spare and stock batteries below 50% charge, between 4°C and 27°C. Keep them away from exits. On pallets or in piles, keep them at least 3 m from combustibles. Don't block sprinkler coverage, keep combustible waste separate, and inspect storage areas daily. For larger quantities, a secure, controlled storage area or an outdoor location reduces the risk further.
What should you do if a battery is swollen or damaged? Stop using it and don't charge it. Warning signs include swelling, heat, leaking, hissing, odour or visible damage. Never attempt a repair. Separate it from other batteries, cover the terminals and place it in a metal container with a tight-fitting lid, stored outside at least 3 m from the building, exits and combustibles. Arrange pickup by an approved disposal provider. If it's smoking, leave the area and call 911.

Managing Risk

In commercial property insurance, extensions of coverage can make or break a claim outcome. Yet for many brokers and underwriters working with complex risks, the purpose, structure, and boundaries of these extensions remain poorly understood. As supply chains grow more interconnected and business operations more complex, the gaps created by misread or misapplied coverage extensions are no longer minor oversights- they are costly, avoidable losses.
Join Jose Landrove, Senior Underwriting Specialist at Sovereign Insurance's National Resource Practice, for a practical examination of extensions of coverage in commercial property policies. Drawing on real-world scenarios, Jose will walk through how extensions have evolved to meet changing business models, where common misunderstandings arise, and what brokers and underwriters should be asking when reviewing and structuring coverage for their clients.
By watching this webinar, you will gain:

A clear understanding of how extensions of coverage function within commercial property policies and how they interact with other coverages
